When an animal is being beaten, what is the procedure to follow to report the incident? Call 911 or  Humane Society? 

I did both and the incident could not be followed through due to the fact that I did not see it, only heard the terrible cries of the animal that was being beaten for  five or more minutes. By the time the police got to the residents house, the beating was over. 

Since we did not actually witness it, no charges could be filed.

The Humane Society informed us that they should have been called since they are on call 24 hours a day, which we never knew.  But the beating would have been over for them to come also. 

So the next time we hear an animal being abused, maybe we will knock on the door and ask to watch so it can be reported properly and something can be done about the incident.

Don’t we all wish dogs could talk and they could report the abuse themselves?
