Child protective services has removed two children from a Farrell home and police have charged their parents with endangering their welfare.
Thomas E. Runyan III, 28, and his girlfriend, Vicki L. Lambert, 28, both of 808 Hamilton Ave., were arrested Wednesday. They each have posted bond pending a preliminary hearing at 10:30 a.m. June 24 before District Judge Ronald E. Antos, Farrell.
Southwest Mercer County Regional police said they were called at 11:30 a.m. Saturday to Union Street and Hamilton Avenue because of a child running in the street in her underwear.
Police found out where the child lived and Runyan told them he had been in bed and was not aware the child was missing, police said.
Lambert was not at home.
While talking to Runyan, police said they saw dog feces on the floor and could smell cat urine. Police described the home as “filthy.”
Mercer County Children and Youth Services was called and a representative deemed the home unsuitable for children, police said.
A second child in the home, an 18-month-old girl, had facial bruising from a fall down stairs and had received no medical attention for it, police said.
The children had not had medical checkups or immunizations “in some time,” police said Lambert told them.
CYS has placed the children in foster care, police said.
