Police, Fire for April 1, 2014

• An Ohio man was wearing gloves and had been cutting copper tubing when at about 3:15 a.m. Monday police surprised him in the act of stealing plumbing from the basement of a rental house at 391 Stambaugh Ave.

Thomas Paul Francis, 36, of Warren, told police he thought a “for sale” sign out front meant the house was unoccupied. A tenant called 911 after hearing noise in the basement, police said.

Francis, who had cut about 70 feet of half-inch water pipe into pieces, was charged with burglary, criminal trespassing, criminal mischief and possessing instruments of crime.

He was taken to jail after failing to post bond.

State police

• Roger Cruz, 39, West Palm Beach, Fla., stole diesel fuel at about 1:50 a.m. Friday from a tractor-trailer parked at Comfort Inn, East Lackawannock Township, police said.

Cruz was charged with theft.



• David. L. Byerly, 41, of 220 N. Sharpsville Ave.; at 2:50 p.m. Friday on a Hermitage warrant for unpaid fines; also charged with possession of a controlled substance and possession of drug paraphernalia after police said they found him with 12 tablets of the painkiller, Vicodin.
